Policy Name: Teach-Out Policy


1       Background Information: 


For a person or an organization to grow, change is something that should openly be accepted or expected. It may be difficult to accept the new turn of events at first but something obsolete has to be given up and as a positive response, we welcome the new concept or idea with either a grumble or a shrug of our shoulders. People in the academe are not strangers to this transition. When a member of the school administration retires, someone younger and more promising will definitely take his seat. Administrative orders within the university affecting almost all departments will likely remain temporarily. If something goes wrong within the system, the blame will always turn to the higher order of leadership, thus, those named or pinpointed are expected to take initial steps in order to stop the menace or if not, suffer the consequences of their negligence. No matter how brilliant or scholarly these people are, their reputation will possibly be tarnished if academic issues and concerns are not addressed properly, placing the name of the academe in vain and their leadership in question. To avoid experiencing this dilemma, all matters concerning the academic community must and should be coordinated properly to proper school authorities and necessary action must commence in order to preserve the moral integrity of the school. A concrete example is the submission of pertinent and important documents in applying for an autonomous status and an application for an increase in the level of its accreditation. This is such a critical period because if one criterion is not met, disapproval of the application will surely take its place and those students currently enrolled during that specific period will also be placed in hot water. If there is something much worse than this scenario, then it is the fact that failure to meet the requirements for accreditation will surely invalidate the enrollment of the students in the new academic programs. The explanation is simple. Prior to the approval of an accreditation, a college or a university may offer the academic programs incorporated in its application; but, pending approval of the board of accreditation, the academic status is temporary in scope and nature. Meaning, if the college or university fails to do its part after a prescribed duration, it will render all its effort futile, and definitely will ignite clamor and complain from the students themselves. This article on this policy will further shed light on the issues presented earlier, including but not limited to an expiry in accreditation of a college or university.



2       Policy Purpose

The main purpose of this policy is to protect the academic standing or status of all students affected by an academic period of transition.

To provide the students the opportunity to remain in their present academic program, despite the changes,  in order to continue what they have started.

To give currently enrolled students in a particular program to continue their academic activities for a specific period of time until renewal or approval of the application for accreditation is renewed or approved.

To enjoy the benefits of the teach-out policy program by faithfully and religiously attending to their classes.

To provide the students with the necessary training materials or modules of the new academic program.

To keep the students posted on the latest developments affecting their academic life.

To ensure the learners that the contents of the old academic program are carried out or will coincide with the new program. 

 

3       Policy Scope

This policy shall embrace all currently enrolled students who are affected by the academic transition, regardless of their individual academic programs.

 

 

 

 

4       Definition and Terms


obsolete - no longer used or utilized; very old.

grumble - to complain indistinctly.

shrug - the act of raising both the shoulders to manifest an unpleasant reaction.

menace - something that causes a problem or a bad situation.

negligence - the attitude of being careless; ignoring important duties and responsibilities.

accreditation - the process of evaluating a college or university with respect to its physical facilities, academic excellence, and curriculum.

autonomous - following their own policies, rules and regulations and basic laws.


 

5       Policy Principles


       This policy protects and upholds the good name of the college or university.
       It will defend the right of the student to avail the benefits of the teach-out policy
       It gives the students the privilege of maintaining his university status or standing despite some academic period of transition.
       The right to information of students regarding the academic transition will always prevail.
       Gives the school administration the sole discretion of scrutinizing the new set of programs for any irregularity in order to allow a smooth transition of academic changes.
       Prohibits the collection of additional fees or charges relative to the academic transition.
       Respects the decision of higher regulatory bodies in case the former requests an inquiry on the matter.
       Respect and follow prescribed time frames and  periods in finishing the old academic program (for students) and the proper implementation of the teach-out policy (for the college or university concerned.)



6       Policy Review

All the provisions in this policy are subject to debate and discussion when necessary to the best interest of the students and the university.

 

 

7       Further Assistance

All agencies concerned with the implementation of the teach-out policy, especially the school administration, should welcome comments, questions and suggestions from the community and other stakeholders for purposes of transparency.
