Policy Name: Academic Freedom Policy

1       Background Information: 


Every college or university aims to provide quality education among their clienteles in line or accordance with the school’s vision, mission and goals. Traditional or old school approach may be well recognized and respected over the past decades but with the coming of new technology, it somehow offered new avenues for the  teaching and learning process. It opens its doors for endless possibilities of communicating and collaborating using the world wide web and learning becomes more exciting and challenging to students when they are placed in a hands on scenario of creating their own electronic account over the internet and or doing an extensive research with so much astonishing sources or references that they can rely and depend on.

2       Policy Purpose


The main objective of this policy is to provide college and university students the opportunity to access the internet in order to choose the specific course that they are going to take. Along with this endeavor, they are also able to view the general prospectus of the course together with the subject offerings and their descriptions.It will also allow them to view in full details the individual number of units for each subject and the total number of units in a semester or in a trimester, whichever is applicable. The technology will also give them the privilege to add or drop a subject depending on the number of students enrolled, lookup for their schedule of classes and the professors teaching the subject or view their grades electronically after the end of the semesters.

 

 3       Policy Scope

This policy is not only for bonafide or currently enrolled students of the university but also for the alumni of the said educational institution.

 

 4       Definition and Terms

clienteles- the students enrolled in a college or university whether regular or transferees.

world wide web/Internet - a huge network of small and big computers connected like the web of a spider. It connects institutions like agencies of government, companies or corporations, schools and the typical household.

semester - a period of fifteen to eighteen weeks in a regular academic year for colleges or universities.

trimester - a period of three equally divided periods to determine a particular school year in tertiary education.

 

5       Policy Principles

       This policy is applicable to all enrolled students of the college or university.
       All the rights and privileges are endowed to all students upon approval of their admission and enrolment.
       Students are expected to adhere to the rules and regulations of the said college or university in order to foster a harmonious relationship in the aforementioned educational institution.
       The freedom of choice and the freedom of expression   will always be given due respect as part of the institutions high regard to human dignity.
       The use of school facilities specially the students’ Internet access is governed by the college or university’s rules and regulations including existing laws under cyber crime prevention and control.
       The use of the Internet is exclusively for academic purposes only. Anything outside this scope is prohibited and will not be tolerated.
       The rights and privileges of students in using the Internet and other school facilities  can and will be suspended, revoked or dismissed if there are violations and irregularities found to be detrimental to the good name of the college or university.
       All minor or major cases relating to the violation of the school’s rules and regulations will be handled by properly designated school authorities in the proper forum subject to the debate and discussion of the school board of trustees and the final and irrevocable approval of the President of the college or university.



6       Policy Review

This policy is open for revision, discussion and or resolution if in case there are provisions or sections found to violate the right to education of students. Section 5 paragraph 8 will be enforced and implemented in the settlement of any dispute relating to this effect.

 

 7       Further Assistance


The school, college or university will always take into consideration prioritizing first the needs of all their students over their personal interest. In this effect, the general property custodian or the maintenance supervisor and the designated IT Senior Officer together with their OIC’s or assistants  of the said college or university shall always perform their duties and responsibilities of monitoring, maintaining, evaluating and recommending proper safety measures and emergency alternatives in cases of damage to property or technical malfunction caused by act of God or by human error. In line with this effort,the school physician, nurses and their assistants or other medical personnel employed by the college or university should always be ready to give medical assistance to students to stop if not to minimize major or minor injuries within the school premises during or after a calamity or a disaster. Moreover, academic freedom is not limited to gaining academic learning only.The psychological and emotional aspect of every learner shall be considered as of vital importance and significance. Furthermore, the employment of guidance counsellors and coordinators is not only to study and interpret test results but also to assist and guide students in making critical decisions in life. This will also pave the way in understanding not only the personal dilemmas of learners but also going further down the grassroots of every problem that comes into the student’s life. Finally, it is also a good policy if parents and stakeholders in education will take into consideration the creation of the Students Welfare and Protection Committee to facilitate in solving special cases of  misdemeanor and truancy. The President of the University together with the Board of Trustees will initiate the action and suggest the opening of communication lines or hotline numbers in order to encourage the maximum participation and cooperation of the community where the college or university is situated.
